If you did that, combined with the fact that it sounds like the tenant paid the new increased amount when it was due, I personally wouldn’t be concerned at all about her unreasonable request and wouldn’t even consider reimbursing her for anything.

I think a $ 200 increase would be unreasonable and I don't think a judge would be ok with it, if they've been there for 30 years.I keep bringing up the judge, not to scare you, but to keep in mind, if you're forced to go through with the eviction.
