There is a Federal Program (Administration for Community Living) that provides funding and technical support to Community Development and Housing Preservation organizations throughout the country that focus on building or restoring housing that can then be used for Supportive Housing (http://www.acl.gov/About_ACL/FederalInitiatives/Ho...)The challenge is that the majority of this funding is targeted to the chronically homeless, Veterans, and people with HIV/AIDS.

The government needs to be compensating landlords if it wants to require them to house people under government order.Of course, nobody wants these people to be homeless, but as I say, if the government wants to in effect use eminent domain to take over your property so it can be used, even temporarily, as government housing, then the government should have to pay reasonable compensation under that law.
