Personal opinion.. a couple restaurants/bars, a general convenience store, and a CVS/Rite-Aid would make a huge difference to foot traffic and a neighborhood feel. 

Jobs, stores, roads, healthcare services, and gas stations can all be destroyed in a disaster, as is often shown in the news.

As tenants get more savvy about these new laws, they are more likely to call legal aid if you do not follow those requirements to a T.
