In regards to financing, I’m just unsure if FHA has restrictions against Accessory Dwelling Units (ADU) attached to an FHA financed 4plex.

An alternative would be to find a single-family home with enough square-footage to do a permitted accessory dwelling unit (ADU).

They consider a basement in a house with a kitchen with a stove and a bathroom with a shower an accessory apartment which is what this house has.
