I'm not sure I can say the same of tenants, so I wouldn't want that kind of finish with tenants.If you have water come in to your unfinished basement in your home, you can keep an eye on it, and try to grade the soil or run downspouts further away.

In scenario 1 if sunk piers would always have been required based on soil type etc, then maybe again there is no negative financial component for construction.

You can get a tank company to test the ground soil all around the tank to get an idea if there is leaking, but that is not 100 percent accurate.
