If I'm the one picking the lender and this comes up, then I view it my responsibility to credit back the second appraisal fee at closing, but I know that to be a somewhat uncommon sentiment in the mortgage community, so budget for a 2nd appraisal fee juuuust in case.

It is not uncommon for a seller in general to request cross qualification but if it makes you uncomfortable you can always walk away or ask for more info.

Section 8 is actually saying they will foot the bill for that penalty, the tenant is an exceptionally difficult one and I do not know what they are going through such great lengths to keep her- is that uncommon?

This is not an uncommon lease clause, and I have seen clauses where the tenant is automatically billed for a cleaning service, no matter what state they leave the property in.I would charge them for the professional cleaning.

Cash flow negative was not uncommon and if the landlord did not have the cash to run a business the HELOC would not do anything--there was no equity left in the houses and the banks closed them fast!
