The inspector said there was only two spot we could put the dumpster in order for the truck to be able to pick it up.

While your visiting this property, ask the agent about lenders, contractors, and home inspectors. 

Most good home inspectors will check to see if you pulled a permit on a major renovation.

I know this because I took the course to get my professional home inspectors license and we learned how everything is built to code.

To me, this is in direct conflict with state law, however, it also doesn't surprise me because most often in these departments, the right hand is unaware of what the left hand is saying and in each case, you can get 5 different answers from 5 different plan checkers or inspectors.

Depends on the jurisdiction and the city inspector.

All the inspector will do is check the pressure for the plumbing pipes.
