It may be that in reality, (and just picking numbers out of thin air here) that $1000 CFK PLUS a decent amount of help/motivation/gentle prodding, etc may be equal to or greater value to the tenant than say $3000 CFK and no help/assistance, etc.

The exhaust fan is not tied into the light, so my first thought was that they never use the exhaust fan and the moisture is building up and creating mildew/mold in the ceiling whereas the exhaust fan would properly dispose of if used properly.
