Everything takes WAY longer than you think, (more than double), costs WAY more than you think (experienced builders are having subs who won't hold a bid longer than 4 days because of material costs skyrocketing)  and is more complex than you think.

Wow,that is horrible..Baltimore city desperately needs a "Rudy Giuliani" type mayor who isn't scared to seriously go after the gangs and really clean up the war zone neighborhoods, I guarantee that the property values would skyrocket in these area..

Last year I took a HELOC since property values sky rocketed.

You could also look to purchase several apartment buildings in a different market, and have a management company in place so your work load doesn't sky rocket. 

I pay the electric bill for 2 attached homes and charge it back, but the bill skyrocketed (hot San Diego summer - $771 for 3 months). 

The housing prices there have also skyrocketed, however; there is a whole bunch of apt complexes being built up now that might eventually balance out prices.I've never bought anything down in Chatt, but all of my investor buddies say it's a great place to find good rentals.Let me know if I can help locally in Nashville and the surrounding areas.
