I don't know all the rules but last I checked the funds have to be held in a separate interest bearing account and interest must be paid out each year.

I agree....but the OP should still bear in mind that these Blue cities will still have very tenant-friendly laws in place, so that should be weighed into the decision as well....IMHO.

Each SD needs to be in it's own account, the account must be interest bearing and there is a minimum set by the city every year, the interest must be paid back to the tenant at least every 12 months.

In reality, as soon as your cashflow hits your bank account, it's either reinvested in a similar asset, swept to an interest bearing account (high yield savings account/CD), or reinvested in some other form.
