Is anyone knowledgeable about the accuracy of this business strategy? 

What I get from both of you is that the accuracy of the numbers is whats most important. 

How exactly would they even come up with a number like 92% with any sort of accuracy?

Send me a deal and I want to run the numbers over and over  again in order to weed out my errors and tighten my accuracy.

In terms of appraisal accuracy, 90 percent of appraisals come in above the purchase and sale agreement, which may suggest a bit of confirmation bias on behalf of the appraiser whereby they are justifying the contract price rather than independently arriving at the value.

The good news is it’s simple math and online deal analysis and calculations make the math much easier and with a greater degree of accuracy

And unless there is some historical protection, I'd be very surprised if grandfathering were allowed - but meeting with the folks at the building department should answer the vast majority of your questions with an accuracy that cannot be provided here.A company that specializes in house moving should be on your list of calls.  

I see the formula now:ARV $XXLess Profit (20% ARV) $XXLess Close (10%ARV) $XXLess Repair $XX=MAO $XX.Then can always add in 'purchase costs' (eg cost of money etc) for greater accuracy, and adjust the percentages to fit.
