You will likely have a hard time finding something that meets your metrics in our current multifamily climate in MN, but if you find the right people to work with, it is possible! 

However I have noticed there are no storage properties with climate controlled units in the area.  

As to climate, Dallas is actually hotter in the summer but a bit less humid.

Our city has experienced a lot of growth in the last decade and will probably continue to grow due to our geographical location coupled with encouraging political climate and hard working middle class.

Climate here has been awesome so far.

In my town the property owner can be cited for "keeping a disorderly house" (party houses).
