The pipe is a bout 1.5 inches in diameter . it might not look like its a size of a dime from the bottom nut if you go from the top i could tell that the damage has made it through the ceiling.Ive spoken to a couple people and they said its probably from the rubber surrounding the vent pipe.

All buildings should be built on a grade this aids in the draining of the parcel to keep water from getting in a structure however as the building settles the HAG and LAG may be close to each other although there always seems to be a LAG on all the EC's I review even if it is an inch difference. 

So these aren't just rate hikes, they are literally scale-changing rate bumps, like when you stop measuring something in inches and start measuring it in feet or yards.
