Horrible Renovation Jobs

Goodmorning fellow BP members!

So yesterday was my daughters birthday party and as I was sticking the balloons to the ceilings I noticed a discoloration on the paint and what it seems like a water damage on my ceiling . Upon my further investigation I notice that whoever did the renovation tried to hide the damage instead of fixing it! I use the VA on it so I paid for a inspector and also the VA people also came to check it out and sadly they missed this spot (among other things ). please see attachments and see if you guys know where the leak is coming from and let me know if its a easy fix. thank you!


Do I have a case or able to claim this damage or do i need to fix it and it has to come out my own pocket????
