4% tax on 2nd homes. Anyone heard of this

Our lender told us that second homes purchased after 2 Feb 2022 will now be charged a tax (4% of home price) up front.  Has anyone heard of this?

 my lender said in a conversation this morning that to slow down the investor use of fannie freddie and second home buyers so there is more $ available to owner occ.. that there is going to be a 4 point over lay  4 points  and increased rates takes effect April 1 from what I understand of course this is just one lender in one area  Pac  NW  but seems that it could be national if its a fannie freddie overlay
