I do want to be flexible so I wrote an official late policy that defines habitual lateness and the penalties.

Depending on how your feeling and if the person keeps calling and wanting money back let them know you will get back to them once you have officially cleared the apartment. 

I imagine that M.A.Di. and other prefab companies comply with IBC regulations but every country, county, city, and township have their own codes and its important to check with local officials before building.
