It could be a successful small business owner who could be looking for tax shelter and wants to park it in a safe vehicle that doesn't have any hair on it.

My interpretation is that they are referring to running a business out of the rental property which would likely cause an increase in traffic in and out of the property: hair salon, cooking school, insurance business, etc.

However, like you, I can't think of any real reason why they'd care to withhold it (unless it reveals revision requests in the notes that would appear to have caused the final value to fall a hair under $50k a door). 

The pet rent isn't high, only 20 dollars, but that way it pays for the extra few hours required to clean all the pet hair and things.
