in most states just stop paying tax's and call it a day.. or donate it to a land trust if they will take it.. some environmental groups will take on wet lands and give you a tax write off.

With a manufacturing facility changing the use sometimes can be tough due to environmental issues with the site from years or decades of use.Might make more sense to keep it as the same use with a new tenant unless you get a federal,state,county grants and waiver of development impact fees then it might make sense if demand is their for the changed use.If it has environmental issues sometimes the states has a clean up fund.
