You can eventually killz paint and redo the area but I'd want to find the root cause first.....Also, if your main sewer line is running to the front of the house (which it likely does), you could have a crack/break in that which would release a nasty odor maybe in the same area. 

Just pointing you in a direction and rooting for you brother. 

I may be a biased individual when speaking on behalf of this section of the city, because of my familial roots, but definitely worth a closer look in my book!

They never actually come up with a solution to deal with the root of the issues, to your point it just inhibits the law abiding citizens from doing what they are already doing. 

If your property has recurring pest issues, it may be worth investing in more permanent solutions or consulting with a pest expert to determine the root cause.

I am worried that the trees could fall on the property due to hurricane or the root could hurt the foundation.

I definitely cannot convince my husband to do long distance investing (yet) and I do not want to further my roots in FL (hence why moving back to NY to start).
