It will be easy to find properties, but it may take a longer time to build your "team" of people, such as attorney, contractor, Realtors, painters, etc.  

Therefore, putting a device in before Sheetrock is not a good idea, for the electrician, the drywall contractor, or the painter.

Cleaners and house painters seem to be very flaky and can show up on time, or not at all in my experience.

I found a great painter through thumbtack but struck out on plumbers. 

Hire the painter.

The multi-unit homes I see all need some amount of work, so I wonder how easy it is for a new member of the city to find reliable handy-folk, painters, etc. to help (this is a big challenge in the Bay Area).

The most important need for you is that your agent has a vast network of trades, everything from plumbers to painters to a drywall crew that is not only reliable but GOOD with technology.

I've done it - had closing scheduled at 1pm on a Friday, left there at 3pm and held an open house for interested tenants from 430-6pm and had the house rented out within 2.5hrs of buying it..... had the painters and flooring guy in that week and new tenant took posession the following weekend.
