Maybe offer a 2 yr renewal with $1500 yr 1 and $1600 yr 2 or just a one year renewal with $1600 in rent

The Democratic bill proposed seems to offer funding to landlords while the Republican bills offers landlords nothing. 

In most single family zoned areas adding a single ADU is not a value add meaning it will not add more value than the hands off cost of the addition.
