The typical rent collection sites are not what I'm looking for. 

It's real estate in markets with population growth, it's pretty hard to lose money if you get an inspection and appraisal."....Wishful thinking at best when buying C/D properties.

We did a site walk with a guy recently who is building cabins in pigeon forge and he really liked Logan and we showed him land sites to build them out here.

@Will F. some of this will depend on what you have to lose if you were sued.  

So, I called the appraiser and explained that I would meet him on site to go over the paperwork.

(End)Unfortunately, HOAs are often ran by individuals who are not the most knowledgeable on regulations, accounting practices, and more - and property managers do not want to intervene for fear of losing the contract. 

Even if you break even, you will lose money every month it sits vacant, when you need repairs, property management, etc.

If you try to go over the whole list, you’ll lose the attention of an average person and they won’t remember anything!

Selling off part of the land could free up some cash without losing the whole property.
