If you are wanting to do updates to your property I would recommend exterior that way you do not have to bother the tenants.

You should be able to put them up on the exterior of the property in the public/common areas - parking lots, stair ways, and hallways.

If the letter was later returned to me, I’d take pics of its exterior, and email those to the tenant at that time - so the tenant was fully aware of everything without delay, and in apparent good faith from me.Overkill?
