Lately, there have been other issues, such as smoking cigarettes in his unit and playing loud music late at night as well.

I am thinking that those items alone could cost 4,000 to 12,000 and plus there are other problems of repainting (there was a smoker that lived there) and other electrical modification I have too do.

The previous tenant was a smoker.

Their lease does not allow smoking inside (I'll add a clause about smoking outside next time), so technically they aren't in breach of the lease, although I get an uneasy feeling knowing he is a smoker and the fact he lied on his application.
