If you wanted to monitor the energy use, and have full control - you could always purchase a device that uses a cellular signal and gives wifi. 

Your exterminator should be able to walk the property with you, while you take notes and cellular photos of areas that need to be sealed up, or trash cans moved or covered or etc.  

Or a tenant's cellular hotspot?

Its not a cellular tower, its a radio communication tower for fire and police. 

Arlo/ Ring need internet but simplisafe does offer a cellular connection option which is nice for areas that don't have internet.

I am assuming that this unit has similar power usage to cellular devices which would put it in the 200-300mw range.

I went with them because their hub has a cellular device built-in so if the wifi goes down, none of the smart home devices connected will lose connection.
