Again, given existing constraints that contractors and materials suppliers have had to comply, not including possible changes in compliance which can take place by surprise events any given time, (minor material deficiency or contractor's burden however minor of an incident, and that this could be beyond contractor's control) can escalate and could lead to project slowdown up to project cancellation/project shutdown.

if your selling to owner occs on contract then yes you need to comply  .. plus your RMLO will need to make sure credit DTI and other things are in line.if your thinking of the strategy to sell collect down payment wait a few years until they default then take it back and do it again.. then that's what dodd frank is for.. you know our govmit protecting the consumer..

On the longer term tenant, you could enforce the terms of the lease agreement on pets, smoking and cleanliness and, if they comply, keep them or provide notice at the time of lease renewal and, if they don't comply, terminate the lease for noncompliance and provide notice.
