At what point should I seek legal council with a contract? 

@Tiffany Kung - I'm not investing in Seattle, it's not in my wheelhouse, and I don't like where the city council is going with all their crazy ideas.  

The kitchener city council website does seem to have a document telling about this but it is too brief and doesn't say anything in detail.

This ruling is not being enforced and is waiting on City Council to clarify.

It had a HAP contract, an assumable city of Dallas loan, non-profit participation required, a LURA (land use restriction), city council approval requirements, TDHCA approval, past owner interference.

I am not sure the latest town council view and promises on this.

It's really been a huge fight with most of old city council being against. 

Also ask about the process to get your C of O (certificate of occupancy), some times you may have to go in front of city council to get improvements OKed.
