Vacation Rentals in Rhode Island

I have a friend looking to buy a summer home/vacation rental type property in Little Compton or Tiverton, Rhode Island. The summer numbers look great (about $3500/week, less management fees, VRBO, etc.). Does anyone know if these type of places can rent in the Winter? If so, any comps?

@Anthony Thompson  @Austin Brunero they will eventually get something through but not sure what it will look like. If you want the full flavor of the narragansett debate look at http://narragansettresidentsunite.org/ vs. https://narragansett2100.com/ They have oppossing views on the unrelated person ordinance. I am not sure the latest town council view and promises on this.  That will drive re-submission. 

Reading the 2018 article Anthony included makes me wonder how Providence made out but I don't find anything.
