GEt a couple of quotes from reputable roofers, use those to Negotiate an allowance for repairs at closing. 

Can someone recommend a good Roofer in Allentown?

I plan to have my usual roofer (who was tied up that day) put together an estimate for $200 for that bill, then dispute the charge using that estimate as a comparison. 

I had another roofer out there and he floated the idea of a WDG Silicone Coating on the entire roof.  

I tried 5 different companies and they all said the same thing..Yeah, that was the issue I had--the roofers were not enthused about coming out to repull the permit.Did it pass the roof final in '98 when it was built?

The roofer wants to tear off existing roof (only 1 layer of shingles) and replace with 3 tab 60 mph rated shingles.

Look for a local, reputable mold remediation contractor and probably also a roofer. 

With J's comment n mind, referrals should be your number one resource, keeping in mind that you should take such referrals only from those who have quality, in other words, those with experience.Taking a referral from a flipper for a roofer who has done one flip may or may not be a good referral.
