I know nothing more about you than you posted, so no offense intended, but 8 years dealing with 3 units totals 288 unit/months of experience.

@Mark Esposito No offense, but this doesn't say anything about the functionality of the system that CI has in place.

Insulting, obscene, offensive, tax levels (among highest total tax bill in the country), overvalued properties, and average rents = poor returns vs pretty much anywhere else in the USA.  

Autodialers and pre-recorded messages are also covered as a separate, stackable offense.

Most active landlord tenant attorneys quickly diagnose false or overheated tenant claims and can confidently go on the offensive at first appearance, or in the alternative, know when to advise "cut bait" when "winning" at trial in court may be way more expensive than a quick reasonable settlement. 

Many were in a situation, a very sorry moment, where they made a poor decision.If it's someone that has multiple and repeated offenses, that's another topic.

One bad tenant can drive all the good tenants out.Drugs and other offenses are widespread in the neighborhoods where most multi-family properties are situated.
