The hint here is that you usually cannot get financing from any institutional lender on something like this...so you would likely need to go fundraise to execute on a project of this scope. 

@BreAnn Stephenson hinted at this but sometimes market value and replacement costs do not correlate well.  

They are subtly implying that the US will never pay down it's debt and that default is inevitable.

When you make it clear that you can fix something (or hire someone to fix something), but it won't be free, they hopefully get the hint that they could just fix it themselves.

My wife and I are currently going through a renovation on a duplex in Belleville, and though there are still hints of the “difficulty finding contractors willing to work in Belleville” thing you speak of, I believe things are starting to change for the better.

(Hint: you don't want to be THAT landlord!)
