Make sure door sweeps are on external doors, make sure there are no gaps round the doors, make sure all holes eg plumbing fixtures under sinks are sealed, pipes going through walls are foamed up to seal, and so forth.

I'm hoping for some recommendations for a contractor who could both fix the places where the stone has fallen off or needs repair, as well as cover the remaining siding with vinyl or something similarly accepted for sealing asbestos siding.

I would also add, it's possible you could end up repainting with Kilz which will "seal in" the cause of the smell functionally eliminating it.
