If she hasn't paid anything and just "sealed" the deal yesterday, consider it a learning experience and locate another tenant.

You also need to make sure they are properly insulated and sealed against the elements. 

Make sure door sweeps are on external doors, make sure there are no gaps round the doors, make sure all holes eg plumbing fixtures under sinks are sealed, pipes going through walls are foamed up to seal, and so forth.

This is typically done with oxygen bleach and sealing the wood.

This is my first campaign so I am still learning the ins and outs of DMI just write the address, stamp, and not seal the envelope which might make it easier to open 

Whats the condition of ventilation, exterior, toilet seal, walls, floors?

I'm hoping for some recommendations for a contractor who could both fix the places where the stone has fallen off or needs repair, as well as cover the remaining siding with vinyl or something similarly accepted for sealing asbestos siding.

I would also add, it's possible you could end up repainting with Kilz which will "seal in" the cause of the smell functionally eliminating it.
