I'm with @Andrea Kendall on the value,  with a mid level rehab I'd put it at 275k ARV as well. 

Sweetwater, Westchester,  South Miami and Kendall are great areas.

I've explored new construction here in my area (Kendall County, IL) and while it is possible - investors are doing it - it seems very risky for someone just starting out, even if you have an exceptional relationship with a lender.While the current market is somewhat favorable to new construction - the housing shortage goes on - the lending environment is getting a bit dodgy between interest rates and buyers being able to qualify.My $0.02 ...
