Most on full permanent disability get around $700/month  It's impossible to live on that and they are often too disordered to keep a regular roommate so these tenants have to do other things-- they work under the table when possible or more often they do other things generally frowned upon by landlords and neighbors, like renting couch space to homeless "friends" (say welcome to the bed-bugs), selling drugs, running unauthorized day cares, shoplifting, or providing laundry services if the landlord pays water.
