Honestly I can't speak to the turn around of a 3 bedroom over say a 1 since we mostly are focusing on flips right now, but generally I think people think the turn around is less with a larger unit because there is a good possibility they have kids ( or lots of stuff) and are a little more committed to staying for a while.

If they're good tenants and they say they want a 1 year lease then I'll consider but other than that it's month to month.You're making the year commitment to them without knowing how well you're going to get along.

He may be the one hired by the bank who now owns the building to list it.If the auction really did happen months ago, and the former owner has been hanging around and collecting rent, then he's just plain committing fraud.

If you are still leasing it and havent signed a contract to buy then it is still the owners responsibity but you already commited to buying then its yours
