I would also do a grind and seal on the basement concrete to give it more of an industrial look. 

It can be a grind to get started, and it is an expensive market overall. 

I'd go with carpet, because otherwise the downstairs folks will always be complaining about noise!

Just being a resident I had to take a menial job to pay skyrocketing taxes due to greed coming from CA, all my neighbors are from there and they overpay for homes, jacking up my expenses, bringing with them noise, pollution and traffic. 

Using an underlayment underneath the flooring will also keep the tenants in the floor below happy as it quiets footstep noise.

There are millions of illegal rooming houses and it all works until a neighbor gets mad at the noise, trash, bad elements hangging around.   

Don't go home until you've completed 8 or more working hours of doing the above.I grinded every day like this until I had a system that worked for me.
