I can evaluate some of it, but often times I don't see a spot on the wall to be patched and painted until the couch is out of the way, or a broken shelf in the fridge until all the junk has been removed.

And of course there are those who have to move "immediately" (this is typically because 1. they're being evicted, 2. everyone else they have checked with has turned them down to rent to and/or 3. mom or the girlfriend/boyfriend is tired of their lazy anatomy and is kicking them off their couch.)

People think of big dogs chewing things up and digging holes, but they're more likely to eat the couch, where a small dog is more likely to piddle everywhere and scratch up doors.Just some food for thought.

In the end, none of the stains came out.So the question is, in your situation, what would you do as far as penalizing the tenants such as by deducting something from the deposit for the stains (seems to be located in heavy traffic area where kids would be sitting where the couch used to be) on the new carpet and the stains on the old carpet?

The furnished units would come with the following a sectional couch, beds, pictures on the wall, shower curtain, rugs, dishes , pots and pans, dining room set.. etc..

I would also include something about the exterior- we have local ordinances about porch/yard furniture having to be outdoor furniture (to keep people from the classic couch on the porch), when and where to place garbage bins and recycling, and keeping the yard cleaned up (no garden or solo cups and beer bottles etc).

I was lucky in that in every case, they backed off once the police contacted them.But, for instance, there was an applicant freshly out of prison who was living on his sister's couch and she wanted him gone.
