Just looking at the MLS, it appears there are single family homes in Las Vegas starting at about 25k that would probably rent for at least 750/mo according to rent z-estimate.

I bought the house, held enough back in escrow to cover x-amount of months rent, plus y-amount for time and legal fees for eviction (should that possibility occur), plus z-amount for potential damages (once again, should it occur).

In the letter is it a good idea to say "I'm willing to pay up to $x for a 1 bedroom, $Y for a 2 bedroom, and $z for a 3 bedroom", or should I leave that off?

I can't tell you how many times I've seen the plan of: wholesale to make $x, use the $x to rehab and flip to make $y, use $y to purchase buy-and-hold for $z in cash-flow.
