For example, who is responsible for snow removal, you or the tenant, how long can they have a guest until the guest is considered a resident there and should also be paying rent, you encouraged the tenant to get renter's insurance because you will not be responsible for any damaged or stolen items, etc.

I assume the city would require on registered hosts (which is the minority) as a starting point for this proximity rule, so effectively this rule might encourage un-registered hosts to stay un-registered, which to me seems counter-productive to the City's overall goal of governing these rentals.
