Sounds like it would have happened had you tested the system at time of inspection.I remember him turning on the  thermostat, but we definitely did not run the furnace long enough (5-10 minutes) to start hearing the sound.

I'm pretty sure no tenant will care about rain gutters or fancy thermostats.

The bane of all landlords.I highly, HIGHLY recommend you take the thermostats out of the individual apartments.

I currently have a tenant that couldn't understand that if they put a space heater near the thermostat that will turn off the heat so after setting the thermostat to 78 and it not being able to heat because of space heaters they called the cops. 

Her boss has been real cool to her and allows her to do half of her work at home.She is a computer programmer and has been saving in a 401K for about 25 years so I am not under tremendous stress.  

A way to remotely control the thermostat or take away their access.
