I have a contract with an HVAC company that comes and cleans/checks out my units twice a year; typically at the beginning of "heat" season and the beginning of "cooling" season. 

Home Inspector did not find that one of the units operated in emergency heat mode instead of normal operation.

Not knowing your location, up north you would want to leave the heat on in the winter as with the a/c in the summer down south.

Purchase price: $102,500 Cash invested: $28,000 Rehabbed single family ranch property by replacing all trim, flooring, removing kitchen wall for open concept, new kitchen cabinets & island, replaced roof, updated electrical, new heat pump and A/C, complete Master Bathroom(with tile shower), and adding egress window in basement.

If it is a flat roof, use a white membrane, it will keep reflect the heat, save energy and last longer.

Who pays the water, heat, hot water, cooking gas, trash, common area maintenance, etc? 

I did not receive my ideal answer but I was glad he at least was open to hear me out and gave me some insight on what I should do next. 

The problem you have is; if you really want to know how well the heating and cooling system is, and the condition of the roof, plumbing and electrical system then you need to hire a plumber, electrician and roofer because believe it or not general contractors do not specialize in those trades unless they have a license specific for each or any of those trades.The problem I run into when calling contractor for inspections is I get a lot of b.s..

The markets are over-heated but it won't always be that way.The best chance to find a deal is local.
