I think property prices are going to continue to go up, perhaps not at this pace but jobs keep coming here and as long as interest rates don't go through the roof I think we see steady growth. 

Springfield Illinois is losing businesses at a rapid pace.

Do this and you'll have less surprises pop up all at the same time which allows you to learn and roll with the punches at a medium pace :)

Secondly, the loss of income from property taxes not keeping pace with inflation is a very real threat to a lot of economies who rely heavily on it now.

Whatever noise it might create may not really be an issue for the downstairs neighbor and you won't need to do anything. if the person just walks on it at a mild pace might not make noise but if they are jogging and its a normal constructed house i bet it will be quit loud..
