I think property prices are going to continue to go up, perhaps not at this pace but jobs keep coming here and as long as interest rates don't go through the roof I think we see steady growth.

Whatever noise it might create may not really be an issue for the downstairs neighbor and you won't need to do anything. if the person just walks on it at a mild pace might not make noise but if they are jogging and its a normal constructed house i bet it will be quit loud..
