It's definitely much more challenging to have the house inspected with all of their stuff around, but they should be able to still look at the main things (foundation, HVAC, electrical panel, hotwater heater, roof, etc.). 

I've been doing construction and rehab on houses long enough that I have seen the bifold closet doors go from solid wood frame and stiles and hollow core luan-type plywood panels to cardboard frames and stiles and paper overlays.

Are there two electric meters on the outside and two panels on the inside, one for each duplex unit? 

You are allowed control over who pays what costs through control panels within the program… so you can control who pays the fee to screen a tenant and how much you charge for that service as well.  

The investor that holds the loan is Fannie Mae any ideas to get the solar panel ( good leap ) to accept a settlement? 

I wouldn't necessarily go with Semi Gloss on the trim, especially if you have those fake woodgrain six panel doors everyone loves.  

If it is is a group home, chances are you are going to need a commercial sprinkler system and fire control devices(pull alarms) and panel installed.

Something else I learned recently, is that theres a ton of homes for sale with solar on the roofs, and that can be a very bad thing.

As the seller I would pay for the energy audit, do the analysis on the work to be done (cost vs savings) and then market the home with a prepackaged improvement contract that would meet lender guidelines (solar, EE windows, etc). 45 day close to allow for enough time to do loan and obtain permits, occupancy COE+2.
