It is designed to protect the innocent and as a byproduct, the guilty get some extra time. 

Granted, it's a lot cleaner deal if you go through them and, personally, I feel guilty buying an occupied dwelling at a tax sale, but still, plenty of folks do it, so I was just wondering. 

I'm just as guilty of it when I figure why not get a few more things when at the store and get a larger amount of cash back, rather not spending the money in the first place.
