The Fair Housing Act may not apply to the following types of housing in some cases:Owner-occupied buildings with no more than four units,Single-family housing sold or rented without the use of a broker, andHousing operated by organizations and private clubs that limit occupancy to members.Again, talk to HUD and see if you are exempt, then you can put this entire issue to bed.

The tried and true way is to purchase a off-market property, rehab for no more than 75% ARV, refinance to get your money out or payback the private hard money loan - start short-term leasing the property.
