The reason is that I just saw an episode of Judge Judy where a tenant signed a lease with a landlord,moved into the property and did not pay for 5 months rent because the tenant was using the rent money to pay off legal fees due to his divorce in which case the tenant was squatting.

For an example of why, just watch any episode of Judge Judy or People's Court :)

We literally pay them to sit home on their butts all day and watch Judge Judy on their big screen tv.

Our "poor" people sit in their Section 8 rental watching Judge Judy reruns on their big screen tv while eating potato chips purchased with their SNAP card (food stamps) and occassionally chatting on their taxpayer-paid cellphone!

The problem they are having is that the University of Phoenix is still seen through most peoples eyes as being what I would refer to as a "Daytime TV College" (You know the ones that advertise between episodes of Judge Judy and tell you about how easy it is to get a degree in your spare time).
