Can you get the water on two meters and have tenants pay their own water, or charge $50 a month for water back to them?

Has anyone ever considered adding a meter?

If I understand correctly, there are 2 properties on 1 lot sharing utilities because there's only 1 meter. 

My question is: should i do separate water meters now as something for the future or keep the water under one house meter?

Also, how to check the water meter for unknown leaks so they don't ever end up with a huge water bill since they're paying for it. 

My house is wired with only one meter so I cannot get a more specific consumption amount for each tenant (even though there is an efficiency unit).

I’m in the process of switching several of my buildings over to individually metered propane heaters so the tenants will become responsible for their own heat costs and more accountable in their waste of resources.

Some parks bill for actual power use and have a separate power meter for each pad.

I got hit with a 14k water bill, and 8.5k electric bill on remote meters that weren’t working.
