You will always be left to defend it or negotitate it no matter how ridiculouos, so don't cut yourself short by not having the correct professional sign off on your projects. 

So I would say bare minimum so an appraisal so at least you have something to defend your position.

Easiest in court to prove, and to defend if you have to.

But try to twist and manipulate them, lol, well that's exactly what HOA's are designed to defend against.

If the tenant does not have the opportunity to defend themselves because you did not provide notification, the case will be thrown out.Check with a Skip Tracing service to see if you can locate them.
