I've read just about every post on BiggerPockets pertaining to or mentioning Hubzu, the online auction site.  

There have been plenty of great ideas but, I'm wondering if any pertain to my area specifically.

I have never heard of a buyer requesting one in a wholesale transaction...I would reach out to a local investor friendly RE agent and ask for a board approved contract for starts...or maybe even some of the clauses that may pertain to a deal you want to lock up.

But you don't expect issues pertaining to which local buildings or sections of a neighborhood is zoned for residential or commercial activity to be a federal decision... thats a local decision. 

Please only post pertaining to the words that you said to the seller as you were doing the deal. 

The majority of threads/articles/etc. pertained to people looking to make a living from buying investment properties rather than those who just wanted one property to use for another business and letting part of the tenants' rent pay the mortgage.
