Scranton area seems to be a lot more landlord friendly than New York is, and the numbers seem better as well, Section 8 seems appealing for the guaranteed income but I will definitely take that information under consideration as I’m looking to invest in the area.

You haven't provided enough information on that to allow specific advice.If you purchased the property in 2020 you should still be at a good interest rate (assuming a 5 year balloon ARM).

I got the terms mixed with open mortgage (no penalty to pay off early, but higher interest rates) and closed (more typical mortgage with lower rates, but the penalties to pay off the mortgage)...that'll teach me not to post too early in the morning :)
